The Obama administration's so-called "DREAM Act" program could give hundreds of thousands of immigrants work permits instead of deportation notices.
"Finally!" said Evelyn Medina, 23, who was all smiles as she left the Honduran consulate in Washington, clutching her passport and other paperwork.
